Answer: There is a difference between moral consequence and legal consequence.  Moral consequence is enforced by God at a time of his choosing.  Legal consequence is enforced by “man” at a time of his choosing.  Note that moral consequence is enforced no matter what while legal consequence is enforced under certain conditions; for example, the criminal must have been found guilty by a jury guided by one or more laws.
