The Democrats want more money but always waste it. The Republicans do not want the rich to give up more of their money but don’t check to be sure the rich are spending this money to help the American economy.
Here is what we suggest:
A Quarantine
A quarantine, by one definition, is a state of enforced isolation. Here is how it works with regard to the economy and the rich:

Let us say the Democrats want to raise taxes on rich guy “Joe Richguy” and let us say this adds up to $10,000. Instead of the Democrats getting the $10,000, the $10,000 is quarantined, which means it stays in Mr. Richguy’s bank account but is frozen to help the American economy only. This means that the American economy can be helped but the Democrats can’t waste the $10,000.

What this means for the Republicans is that they can’t, through their inaction, get away with allowing the rich to not help the American economy as much as they should.
More precisely, how does the quarantine work? Very simply:
Control of Mr. Richguy’s $10,000 is shared by Mr. Richguy and the government (Independents, Democrats, and Republicans) according to the following rules:

Mr. Richguy is given a year to spend the money on creating jobs and, if they own a business, help their business grow. If they don’t own a business, they have to help someone else’s business grow.

If Mr. Richguy does not create jobs, then and only then is control of the money given to small businesses throughout America to help them to create jobs.

If the small businesses do not create jobs, then and only then is control of the money given to the government (Independents, Democrats, and Republicans) to create jobs.

If the government ends up with control of the money, they must use it to create jobs but:
Because the government has proven itself stupid by putting politics before America, the actual control of the money will be given to a “Quarantine Commission,” which will be made up of fair numbers of Independents, Democrats and Republicans (according to the electoral college system), regardless of which party has a majority in the government. This way our beloved, stupid politicians can’t waste the money or hold up the use of the money.
Note that the main point of the Quarantine Commission is to assure that no individual or party has more power than any other individual or party. Now, if a deadlock occurs:
Control of the money is given back to Mr. Richguy and we start all over again.
One final note:
Note that no one is ever given the money but, rather, someone is given the control of the money.
